For all practical purposes the difference is who is insuring the kids. Typically Explorers are through the Learning for Life through the Boy Scouts. Cadets are typically backed by the hosting department. The other difference is cadet programs are more in place to show the job to potential members of the dept...whereas after doing a cadet period the person becomes a member of a dept. Explorers were set up to give an idea and show the job to teenagers to "explore" the job to see if it is a potential career they may want to go into.
