In the  May 2015 issue of Popular Science there is a two page article about a building that will be built by a German company and will be known as the Edison Tower. As to where this building will be built is not said in the article.

The base of the building will be 1 mile square and 4300 feet tall and will dwarf any building standing today.

Elevators will not use cables but run on magnetic tracks and will not only run up and down but sideways in the building. It will be a multi use building with interior parks, shops and businesses.

One thing will be how fire, ems, rescue and law-enforcement operations will be preform in a building of this size and height.

Will there be public safety personnel on certain floors for quick responses or even a medical center in the building?

A building this size will be equivalent to a small city and will probably have its own dedicated Fire Rescue Service and Ambulance Service.  At that size it will also, almost certainly, have a full hospital as well.  Don't forget that in Germany Emergency Services are a Federal responsibility and don't rely on private volunteer services.
